What happens
With a 4K monitor, borderless mode always runs at 3840×2160. If you pick a lower resolution, the game switches you to windowed. I tried lowering it and went back.
The settings file kept the resolution from that attempt, but it isn’t the one the game uses.
What to do
If your graphics card can’t handle your monitor’s resolution, don’t lower the resolution: lower FSR. The interface stays sharp and the world is rendered at a lower resolution underneath. With FSR on High Performance, medium quality, textures on high and a 45 frame limit, the game runs very comfortably on this machine.
