The tables pulled from the global client give Plentiful Harvest three levels, with a 10, 20 and 30% chance of getting double material, and say that levels 2 and 3 require the Professional rank.

What happens

It matches. With gathering at Professional 15, the skill in the Odyle branch shows as MAX at level 3, and its text says: “Upon a successful Essence Extraction, has a 30% chance to obtain double Gathered Materials”.

At Novice the cap was 1: at Novice 50, the three skills in the branch (Seeker, Plentiful Harvest and Appraiser) showed as MAX with one point each.

What to do

In the branch of the resource you gather most, take Plentiful Harvest to 3 before touching Appraiser. The first gives you more material of everything; the second only rerolls the quality.
